Cyber Media Guidelines

Freedom of opinion, freedom of expression, and freedom of the press are human rights protected by Indonesia's 1945 Constitution. Cyber media are part of that freedom, so they must be run with responsibility and professionalism, and in line with Law No. 40 of 1999 on the Press (Undang-Undang Nomor 40 Tahun 1999 tentang Pers) and the Journalistic Code of Ethics.

Makan Roti drew up these guidelines with reference to the Cyber Media Reporting Guidelines (Pedoman Pemberitaan Media Siber) issued by the Press Council of Indonesia (Dewan Pers), and applies them to all content on this site.

1. Scope

  • Cyber media means any form of media that uses the internet as its platform and carries out journalistic activities in accordance with the Press Law and the standards set by the Press Council.
  • User-generated content means any content created and published by users of cyber media, including articles, images, comments, audio, video, and other uploads attached to the cyber media outlet.

2. News Verification and Balance

  • As a rule, every news story must be verified.
  • News that could disadvantage another party must be verified so that it is fair and balanced.
  • An exception applies only when the story concerns an urgent public interest; the original source is clearly identified, credible, and competent; the subject of the story cannot be located or interviewed; and the outlet tells readers that the story still needs further verification.
  • Once a story under this exception has been published, the editors must continue verifying it and publish the result, linked to the unverified story.

3. User-Generated Content

Where Makan Roti provides space for user-generated content, such as a comments section, the following rules apply:

  • Users must agree to terms and conditions that prohibit false, defamatory, sadistic, and obscene content; content that expresses prejudice or hatred based on ethnicity, religion, race, and inter-group relations, or that advocates violence; and content that discriminates on the basis of sex or language, or that demeans the dignity of people who are weak, poor, sick, or have mental or physical disabilities.
  • The editors have the authority to edit or remove user-generated content that violates these rules.
  • The editors provide a complaints mechanism for violating user-generated content and act on each complaint within 2 x 24 hours of receiving it.

4. Errata, Corrections, and Right of Reply

  • Errata, corrections, and the right of reply follow the Press Law, the Journalistic Code of Ethics, and the Right of Reply Guidelines (Pedoman Hak Jawab) issued by the Press Council.
  • An erratum, correction, and/or reply is linked to the story it relates to and carries a note stating when it was published.
  • If another cyber media outlet redistributes a story, responsibility for it stays with the outlet that produced it, while the outlet that redistributes it must also publish the erratum, correction, or reply.
  • A cyber media outlet that does not honor the right of reply may be sanctioned under the Press Law.

5. Removal of News

  • A published story may not be taken down on grounds of censorship from outside the editorial team, except in matters of ethnicity, religion, race, and inter-group relations, decency, the future of a child, the traumatic experience of a victim, or other special considerations set by the Press Council.
  • Other cyber media outlets must likewise remove quotations from a story that the original outlet has taken down.
  • Every removal is accompanied by a reason that is announced to the public.

6. Advertising

  • Cyber media must clearly distinguish between news products and advertising.
  • Any story, article, or content that is an advertisement and/or paid content must be labeled "advertorial," "advertisement," "ads," "sponsored," or another word that makes clear the content is an advertisement.

Makan Roti respects copyright as regulated by the applicable laws and regulations.

8. Publication of the Guidelines

These guidelines are posted openly on the Makan Roti site so that users can read them easily.

9. Disputes

The Press Council makes the final assessment of any dispute over how these guidelines are applied.
